WILLIAM E. WEIDNER has been active in the oil and gas industry and the oil and gas investment management and advisory business since 1980. He and his family have resided in the Hartford, Connecticut, area since 1988.
1996 - Present
Mr. Weidner is a Managing Director and Member of COSCO Capital Management LLC, with which he started working in 1997. Mr. Weidner advises U.S. oil and gas companies regarding private placements of equity and debt securities with professional investors and advises institutions with their oil and gas investment objectives. Financings on which Mr. Weidner has worked include secured notes with warrants to fund gas reserve development; common, preferred and partnership equity to fund growth of reserve acquisition, exploration and production companies, and the secondary buyout of an institutional oil and gas loan portfolio. His consulting and asset management assignments have included business appraisals, strategic advice for start-ups, workouts and roll-ups, joint venture development, oil and gas property management and divestitures, and management of institutional sales for an oil and gas fund. Mr. Weidner is also a Founder and the President of Private Energy Securities, Inc (member NASD, SIPC), the broker-dealer affiliate through which COSCO conducts all of its securities placements.
1995 - 1997
In early 1995, Mr. Weidner established Weidner & Co. to provide almost exactly the same services as he now provides at COSCO. Weidner & Co. arranged production payment and debt financings for a carbon dioxide production and liquefaction business, managed the divestiture of institutional oil and gas partnership interests, provided workout and bankruptcy management services, and acquired oil and gas property interests as a principal.
1988 - 1994
Mr. Weidner served in all phases of the investment management business of Resource Investors Management Company (RIMCO), a Hartford, CT-based oil and gas investment firm. He originated, analyzed, structured, negotiated, closed and managed mezzanine debt and equity investments in oil and gas companies, which generated an internal rate of return 400 basis points above the firm's average performance as of 1994. He also led a portfolio management program in which he proactively identified troubled investments, developed and negotiated solutions to problems and managed claims in several bankruptcies, all of which prevented the loss of over 7% of assets under management. Mr. Weidner also filled a key role in market planning and institutional sales to pension funds, endowments, insurance companies and other private investors in the marketing of mezzanine and exploration fund products.
1987-1988
Mr. Weidner served as a credit analyst in the commercial lending group at the Bank of New England in Boston, MA, focusing on the origination of new loans to support growth and trade credit for manufacturing, export and finance businesses.
1983 - 1986
Mr. Weidner served as a wellsite geologist and as an explorationist for Park-Ohio Energy, Inc. in Cleveland, OH. He played a key role in the development of 18 MMCFGD and 1,000 BOPD in production from tight sands in northeast Ohio, and in directing lease and seismic acquisition budgets to the development of new plays in New York and Pennsylvania following the acquisition of Delta Drilling's exploratory holdings in the Appalachian Basin.

Mr. Weidner served as a logging geologist for Exploration Logging, Inc. in New Orleans, Louisiana, providing wellsite geological services to major oil company clients in south Louisiana and the Gulf of Mexico offshore Louisiana and Florida..
Education
Mr. Weidner was graduated in 1980 by The College of Wooster with a BA in Geology with department honors. He received an MS in Geology from Kent State University in 1983, and completed courses in Northeastern University's Master of Business Program.

Mr. Weidner has published numerous articles in Pension & Investments, American Oil & Gas Reporter, and Oil and Gas Investor, has been quoted in Worth, and has been featured as a speaker on oil and gas investing for a 1998 Institute for International Research family office investment conference in New York; in 2000 for Petroleum Strategies in Midland, Texas; in 2002 for A.D.A.M. in Dallas and the Houston Energy Finance Group in Houston, Texas; and in 2003 for the Dallas SPE Hydrocarbons Energy Economics Symposium Meeting, the Pittsburgh SPE Chapter Meeting, and the CBI Financing Oil & Gas Conference in Houston; and bi-annually at COSCO’s Private Equity for Energy Forums in Calgary and Houston.
